NAME
       semctl - perform semaphore control operations

       SYS$CLREF Clear an event flag

EXPLAINATION
       The  Digital  UNIX  semctl  system  call	 is  similiar  to  the OpenVMS
       SYS$CLREF system service in that they both set synchronization  values.
       If  the semaphore is being used as a binary semaphore, the semctl func‐
       tion can be called to explicitly set a semaphore value in the semaphore
       set  to 1.  This is necessary since a 0 value indicates that a resouces
       is held.	 Typically, semctl is called to initialize a  semaphore	 after
       creation.
