NAME
       semctl - perform semaphore control operations

       SYS$READEF - Read event flag

EXPLAINATION
       The  Digital  UNIX  semctl  system  call	 is  similar  to  the  OpenVMS
       SYS$READEF system service in that they both allow a process to check  a
       process	synchronization	 set.	The semctl function can be called with
       the command argument set to GETVAL to retrieve a semaphore value from a
       semaphore  set.	The semctl system call also allows the calling program
       to read all the semaphore values in a set  if  the  GETALL  command  is
       used.   Note  that  the values are returned in the "array" field of the
       semun union passed as the fourth argument.
