semop - perform semaphore operations

EXPLAINATION
The Digital UNIX semop function is similar in concept to the OpenVMS
SYS$READEF system service in that they both can determine the value of
a process synchronization set. The semop system call is usually used
in this fashion to obtain a resouce. It is possible to determine a
semaphore value by setting the IPC_NOWAIT value in the sem_flg field of
the semop struct. However, if the semaphore value needs to be
obtained, it is suggested that the semctl function be used instead.
