NAME
       semctl - perform semaphore control operations

       SYS$SETEF - Set event flag

EXPLAINATION
       The Digital UNIX semctl system call is similar to the OpenVMS SYS$SETEF
       system service in that they can both set the value of  a	 process  syn‐
       chronization variable.  The semctl function allows a semaphore value to
       be explicitly set by passing IPC_SET as	the  command  argument	(third
       argument).  To indicate that a resource has been taken, this value will
       typically be set to 0.  This is useful to initialize a semaphore;  how‐
       ever,  when obtaining resources it is suggested that the semop function
       be used instead.
